Fuel Consumption Reporting Requirements per SEEMP Part II – MEPC.395(82), Section 7

Amendments to MARPOL Annex VI Appendix IX will enter into force on 1 August 2025. These amendments mandate the collection and reporting of additional fuel oil consumption data on an annual basis. The new requirements include detailed reporting of fuel consumption by consumer type and fuel type (such as main engines and auxiliary engines) while underway, as well as fuel consumption while not underway, also categorized by consumer and fuel type.

For shipowners, operators and managers this means that they should retrofit their vessels delivered before August 1, 2025, with flowmeters to meet the increased accuracy requirements for fuel consumption data. In addition, the Ship Energy Efficiency Management Plans (SEEMPs) must subsequently be revised and verified accordingly by January 1, 2026.
